EL Change of Language Program

1A. Changing English Learner Program
Once a student’s parent or guardian expresses their intention to change their student’s EL Program placement, the correct documentation must be collected following one of the methods below:
Method 1: Through Central Office
The school instructs the parents to contact Felix Santiago or Samantha Delgado at Central Office through phone call or email.

The parent is informed by CO how to complete the EL Program Change Request Letter and how to hand it in (Section C).
Method 2: Through The School
The parent is informed by the school how to complete the EL Program Change Request Letter and how to hand it in (per Section B). -
2B. EL Program Change Letter Requirements
EL Program Change Request Letter MUST CLEARLY include the following information:
The parent or legal guardian’s Name and Last Name
The student’s Name, Last Name and date of birth.
The parent’s choice of EL Service (ESL, Dual Language Intervention, or Refusal)
The parent’s signature
The date

3C. Request Letter Collection & Review
The are two methods of collecting the EL Program Change Request Letter:
Method 1: Through Central Office
The parent hands in the EL Program Change Request Letter to Felix Santiago or Samantha Delgado at Central Office (physically or via email).
Felix or Samantha reviews that the letter meets the requirements listed in Section B.
If the letter meets the requirements, the change request is processed per Section D. If the letter does not meet the requirements, the parent is notified by CO to rewrite the letter meeting the requirements. (This step must be repeated until the letter meets the listed requirements.)
Method 2: Through the School
The parent hands in the EL Program Change Request Letter to the Office Personnel, the EL teacher, the counselor or case manager, who then must send it to the appropriate contacts listed below. They may do this either by scanning and emailing the letter (if written physically), or by forwarding the email, within 24 hours of having received it:
All Grades. Felix Santiago (fsantiago@district100.com) and Samantha Delgado. (sdelgado@district100.com).
Elementary. Rene Mandujano (mandujano@district100.com)
Middle + High Schools. Consuelo Loredo (cloredo@district100.com)
Felix or Samantha review that the letter meets the requirements listed in Section B.

4D. EL Program Change Process
If the letter meets the requirements, the Multilingual Department’s Data Specialist or OP will:
Change the student’s EL Program code in the district’s State reporting system (SIS).
Email the school staff (OPs and EL contacts) officializing the change.

5E. EL Records UpdateOnce the change has been approved, the EL Program Change Request Letter must be filed in the student’s EL Folder. If the parent emailed the letter, it must be printed and placed in the student’s EL folder.
