Guidance on Retirement Pipeline Employees and Extra-Duty Payroll
Purpose
This guidance is intended to clarify expectations regarding pipeline employees, extra-duty work, and payroll submission procedures. The goal is to ensure consistency across the District, maintain compliance with contractual expectations, and eliminate confusion regarding additional compensation.

1Key Guidance and Expectations
1. Retirement Pipeline Employees and Extra-Duty Work
Employees participating in the retirement pipeline may continue to perform assignments or duties they were handling prior to entering the retirement pipeline. Once an employee enters the retirement pipeline, however, the employee must not accept any new assignments or receive extra-duty compensation through payroll for duties that were not part of the employee's regular assignment before entering the pipeline.
Their contractual salary/pay
Approved stipends associated with their assignment
ESY (Extended School Year / Summer School)
Pipeline employees must not submit additional payroll sheets (Green Sheets) for new assignments or duties that were not part of their regular assignment before entering the retirement pipeline. This includes, but is not limited to, substitute teaching, period subbing, supervision duties, before- or after-school tutoring, extracurricular activities, curriculum work, or paid professional development sessions. Participation in new compensated activities may result in earnings exceeding 6% of the employee's prior year's creditable earnings.
The only exception to this will be employees who are on an extended contract per language stated within the BEA contract.2. Payroll Submission Procedures
Starting with 5/7/2026, payroll will no longer process or accept additional payroll sheets for retirement pipeline employees. Any work completed prior to May 7, 2026, will be accepted and paid. For any payroll sheets after 5/7/26, the employee's supervisor will be notified, and an alternative method of compensation (i.e., a flex day for SIP) can be offered.
If additional time or responsibilities arise at the building level, administrators should work directly with employees regarding:
Flex time arrangements
Schedule adjustments
Other non-payroll solutions aligned with District expectations
3. Annual Notification Process
To ensure clear communication moving forward:
Payroll Office Responsibilities
Each August, Payroll will:
Provide district cabinet, cabinet office professionals, principals and building secretaries with a list of pipeline employees assigned to their buildings.
Remind the cabinet and buildings that additional payroll sheets for pipeline employees should not be submitted.
Human Resources Responsibilities
Each August, Human Resources will:
Send a communication to all pipeline employees outlining compensation expectations
Clarify that employees may continue duties and compensation arrangements that were in place before entering the retirement pipeline, but may not accept new extra-duty assignments or compensation after entering the pipeline
Remind buildings that pipeline employees should not be asked to take on new duties that were not part of their regular assignment before entering the pipeline, including substitute teaching, period subbing, supervision, tutoring, extracurricular activities, or paid professional development
Reinforce that additional payroll sheets will not be accepted
4. Retirement Letter Language
The District will also review and revise retirement-related documentation to provide clearer language regarding pipeline employment expectations.
Future retirement letters and related documents will clarify that:
Employees participating in pipeline arrangements may continue assignments and duties performed before entering the pipeline, but may not accept new assignments or new extra-duty payroll compensation for duties that were not part of their regular assignment before entering the pipeline
These letters are provided to the employee once their retirement is Board approved

2Administrator and Building Expectations
Principals, supervisors, and secretaries should:
Review payroll submissions carefully for pipeline employees
Avoid approving extra-duty payroll sheets for new assignments or duties that were not part of a pipeline employee's regular assignment before entering the pipeline
Communicate concerns or questions to Human Resources or Payroll prior to submission
Utilize flex scheduling or other approved operational solutions when additional support is needed
